Administrative / Biographical History
A Surveyor General was appointed on 9.5.1844. By 1871 the title 'Survey Department' was being used but in 1883 this was changed to Public Works Department (PWD). In 1892 the position of Surveyor General was renamed Director of Public Works. By 1930 the PWD comprised a Head Office and 13 sub-departments including Roads and Transport. The PWD resumed its functions on the return to civil administration in 1946 after the Second World War. It was organised into a Head Office and nine functional Offices including an Roads Office and Transport Office. A Highways Office was created out of the Civil Engineering Office in September 1969 and, in 1972-73, the Mass Transit Unit was separated from the Highways Office to form a Mass Transit Office with responsibilities for matters relating to the mass transit railway. By 1974, the PWD comprised six sub-departments, including the Engineering Deveopment Department and the Mass Transit Studies Office. When the PWD was abolished on 1.4.1982, it was replaced by independent departments. Among these was the Engineering Development Department, which subsequently incorporated the Highways Office and the Mass Transit Office. The functions of the new Department included the planning and construction of public highways and the monitoring and co-ordinating the design, construction and operation of the MTR (Mass Transit Railway). In 1986 the Highways Office, which included residual matters relating to the mass transit railway, was separated to form an independent Highways Department.
Scope and Content
The series relates to cross-harbour and transport studies. The subjects covered include Ma On Shan and Junk Bay tranport studies, Mass Transit Railway extension to Junk Bay, cross-harbour facilities study, delgated authorities and development plans.
