行政歷史/傳略
The origins of the Police Force lies in the additional duties given to the Chief Magistrate when appointed Chief of Police on 30.4.1841. These were passed to the post of Superintendent of Police created on 22.2.1844 and on 1.5.1844 an Ordinance was enacted to provide for the establishment and regulation of a Police Force. A new Ordinance, No 9 of 1862, was passed on 3.5.1862 and the head of the Force was retitled Captain Superintendent of Police. Responsibility for co-ordinating forces against fire were transferred to the newly established Fire Brigade in 1857. In 1895 the Fire Brigade became a sub-department of the Police Force for reasons of economy and was again made a separate agency in 1922. In 1914 a Special Police Reserve of officers was created for emergencies. This was disbanded in 1919 and re-formed on a permanent basis in 1927. A Criminal Investigation Department was set up in 1923. The title of head of the Force was changed to Inspector General in 1930 and again to Commissioner of Police in 1939. The Police Force was organised into five geographical areas and its sub-departments included a Deportation Office, Special Branch and Immigration and Passport Office. After the Second Wordl War, a Police Branch was created in the Civil Affairs Administration under the British Military Administration. In 1946 the Police Force resumed its duties except for policing the New Territories which it undertook from 1947. The Police Force comprised five Commands: Hong Kong Island, Kowloon and New Territories, Detective Branch, Special Branch and Police Training School. Additional functions included vehicle registration, immigration, licensing and control of weights and measures. In 1951 an Anti-Corruption Branch was established and in 1956 the Force structure comprised: Headquarter, Criminal Investigation Department, Special Branch, Anti-Corruption Branch and Narcotics Bureau, Hong Kong Island District, and Kowloon and New Territories District. From 1.4.1957, Marine District was established as a new Command. The Royal Hong Kong Auxiliary Police Force was created under a 1959 Ordinance by merging the Hong Kong Police Reserve and Special Constabulary. The immigration function was transferred to the new Immigration Department in 1961 and from 12.12.1966 statutory responsibilities for licensing vehicles and drivers was transferred to the new Transport Office. In 1976-1977 the Police Force divested itself of most of its remaining licensing functions to other agencies. In 1973 the Force had been organised into three Wings: Operations, Personnel, Civil and Administration. These were reduced to two Wings in 1979: Operations (including Operations, Special Branch and Criminal Investigation ) and Administration (including Personnel, Training, Management and Development and Police Civil Secretary). In 1994, the Force was organised into six sub-departments: Operations, Crime, Special Branch, Personnel and Training, Management Services, Civil and Administration. In 1995 Special Branch was dissolved and Crime retitled Crime and Security. In 1 July, the Royal Hong Kong Police Force was renamed Hong Kong Police Force. The Police Force was organized into five major departments : Operations, Crime and Security, Personnel and Training, Management Services and Administration, Finance and Planning. In 2015, the Police Force structure has slight change with still five major departments : Operations & Support, Crime and Security, Personnel and Training, Management Services and Finance, Administration and Planning.
