Archival History
The series was maintained in the custody of the creating agency until transfer to the PRO. Some of the records in this series were files created in the New Territories Division, Urban Services Department and the New Territories Services Department that have been 'top numbered' following the transfer of functions to the Regional Services Department.

Administrative / Biographical History
The Regional Council and Regional Services Department (RSD) was established on 1.4.1985 as the executive arm of the Regional Council. It was formed by merging the former New Territories Services Department and elements of the former Recreation and Culture Department and Cutlural Services Department that provided services in non-urban areas at the regional and district levels. The RSD's main functions were servicing the Regional Council, environmental hygiene, licensing, leisure , culture and entertainment services. The Department was organised into a Headquarters, Recreation and Culture Division and an Environmental Hygiene Division. In 1987 it was restructured into an Administration Branch (comprising Administration, Planning, Finance and Supplies, Information, and Management Services Divisions) and an Operations Branch (comprising Environmental Hygiene, Leisure Services, Culture and Entertainment, and Transport Divisions). In 1995 it took over, jointly with the Urban Council and Urban Services Department, the Music Office function from the Central Government. The RSD was abolished at the end of 1999 and replaced by the Food and Hygiene Department and the Leisure and Cultural Services Department.
Scope and Content
The files comprising this series relate to the general business of the Planning Branch. Subjects covered include Tsuen Wan-Kwai Chung-Tsing Yi development programme, District Land Conferences re Sha Tin, Kwai Chung, Tsuen Wan and Yuen Long, dams, and development programmes for Tuen Mun and Cheung Chau. The files contain minutes, memoranda, plans, reports, and minutes of meetings.

Soft and hard cover folders, 35 x 23 x 1-6 cm. Treasury tags are used to attach papers.
Arrangement System
Modified year and single number system with an 'RSD' (Regional Services Department) prefix and an 'HQ' (Headquarters) suffix. Range of control symbols RSD 1/HQ 715/73(3) I - RSD 2/HQ 708/83(5).
